The Government of India, through the Ministry of Communications, Department of Posts, has rolled out a new initiative to centralize the delivery of all types of postal articles, including Speed Post, Registered, Parcel, and Ordinary articles. The move aims to enhance efficiency, streamline operations, and provide flexible delivery services in line with the evolving needs of the postal and courier market.

Introduction of Delivery Centres (DCs)

The new policy mandates the establishment of Delivery Centres (DCs), which will separate backend delivery functions from counter operations. This restructuring will improve monitoring mechanisms and enable flexible delivery services, such as:

  • Morning and evening deliveries from the same delivery facility.

  • Sunday and holiday deliveries, expanding the service reach.

With the courier and express parcel (CEP) market witnessing rapid growth, the postal department aims to remain competitive by offering premium delivery services like Next-Day Delivery and additional delivery shifts. The initiative also aligns with the increasing trend of mechanized delivery, which already covers 63% of delivery beats.

Targeted Rollout of Brownfield and Greenfield Delivery Centres

The rollout of centralized delivery will be executed in two phases: Brownfield Delivery Centres (existing buildings with necessary civil and electrical modifications) and Greenfield Delivery Centres (newly constructed buildings).

Phase 1: Brownfield Delivery Centres (2025-26)

A total of 215 Brownfield Delivery Centres will be established across various postal circles. The targeted number of delivery centres for each circle is as follows:

Alongside the Brownfield DCs, an additional 200 Greenfield Delivery Centres will be set up, involving new building construction and infrastructure development.

Implementation Timeline

The Department of Posts has established a detailed timeline for the execution of Brownfield and Greenfield Delivery Centres:

  1. Identification of cities for Delivery Centres - By March 31, 2025

  2. Assessment of delivery staff requirements - By March 31, 2025

  3. Identification of locations for Delivery Centres - By April 15, 2025

  4. Completion of civil & electrical work, procurement of equipment - By May 31, 2025

  5. Operationalization of Delivery Centres - By June 30, 2025

Timelines for Greenfield Delivery Centres:

  1. Identification of land for new DCs - By March 31, 2025

  2. Finalization of architectural plans & layout - By May 31, 2025

  3. Approval process for construction - By July 31, 2025

Exploring Leased Buildings for DCs

Given the operational urgency, the Department of Posts has also encouraged exploring leased buildings for Delivery Centres where suitable government infrastructure is unavailable. This would expedite the rollout and ensure seamless service expansion.

Financial Support and Monitoring

The Postal Directorate will provide necessary funds for infrastructure development, including civil and electrical work, as well as procurement of operational equipment. Circles are required to submit an Interim Action Taken Report on Brownfield and Greenfield Delivery Centre progress by March 31, 2025.
