Subject: Suspension of ATM Operations

Respected Madam/Sir,

The Department of Posts (DOP) has announced the suspension of ATM services due to the failure of its Managed Service Provider, M/s AGS Transact Technologies Ltd, to continue critical ATM operations. Consequently, all ATMs under the Department have become non-operational. This issue is not exclusive to DOP, as several other banks using the same service provider have also reported similar disruptions, as per recent news reports.

Current Status & Next Steps

Despite efforts to transition ATM management to India Post Payments Bank (IPPB), a lack of cooperation from M/s AGS Transact Ltd has hindered this process. To minimize customer inconvenience and ensure ATM security, the Department has decided to temporarily suspend ATM services. A Standard Operating Procedure (SOP) for cash removal from these ATMs will be shared soon, following finalization with IPPB. Additionally, the process for hiring a new managed service provider has been initiated through the issuance of a Request for Proposal (RFP).

Key Instructions for Post Offices

To ensure seamless financial services for customers, the following measures must be taken:

  1. Sufficient Funds in Post Offices

    • Ensure the availability of funds (up to the maximum limit) at Post Offices where ATMs are installed. This will help accommodate customers who would otherwise have used ATMs for withdrawals.

    • Staff should assist customers with patience and empathy.

  2. Closure of ATM Rooms

    • ATM rooms should be closed until further notice.

    • A public notice (Annexure I) must be displayed outside ATM rooms informing customers about the service disruption.

  3. Promotion of E-KYC & Re-KYC

    • Encourage E-KYC/Re-KYC in Post Offices to facilitate paperless counter transactions, making withdrawals easier and more efficient.

Field Units to Ensure Smooth Operations

All field units must prioritize this directive and ensure that Post Offices continue to provide unhindered services to customers during this transition.

Non-Functioning of DOP ATMs

Several ATMs of the Department of Posts (DOP) are currently non-functional due to technical issues arising from the failure of M/s AGS Transact Technologies Ltd to meet its service obligations.

The Department is actively working on restoring ATM services through alternative solutions. Meanwhile, customers are advised to use:

  • Online Banking

  • Mobile Banking

  • Nearest Post Office Branch for transactions.
