Request for Revised Eligibility Criteria and Removal of Cooling-Off Period for Mail Overseers
Subject: Request for Personal Intervention Regarding Revised Eligibility Criteria & Mandatory Cooling-Off Period for Mail Overseers
Introduction
The All India Postal Employees Union (Postmen and MTS) has raised concerns regarding the revised eligibility criteria and the mandatory cooling-off period imposed on Mail Overseers. Despite submitting a formal request to the Director General, Dak Bhawan, on 9th October 2024, no response or action has been taken on the matter. This article highlights the concerns of the Mail Overseers and urges the Department of Posts to reconsider the cooling-off period.
Concerns Regarding Mail Overseer Eligibility and Promotion
Lack of Feeder Grade & Promotion Opportunities:
The Postman cadre does not have a feeder grade for promotion through seniority-cum-fitness.
Mail Overseers, who are deputed from the Postman cadre, do not receive any financial upgradation for their additional responsibilities.
Role of Mail Overseers:
Mail Overseers handle sensitive and responsible tasks requiring honesty, integrity, and efficiency.
Many Mail Overseers serve with dedication, ensuring the smooth operation of postal services.
Issue with the One-Year Cooling-Off Period:
Imposing a one-year cooling-off period after serving as a Mail Overseer is deemed unjust.
Given the nature of their duties, this restriction demotivates employees who work diligently in these roles.
Request for Immediate Action
The union strongly urges the Department of Posts to review and revise the eligibility criteria.
The mandatory cooling-off period should be eliminated to ensure fairness and justice for Mail Overseers.
Personal intervention from the Secretary, Department of Posts, is requested to address this issue at the earliest.
Conclusion
The All India Postal Employees Union (Postmen and MTS) seeks an urgent review of the existing regulations affecting Mail Overseers. A positive and prompt response will boost employee morale and acknowledge the dedication of those serving in this crucial role.
