FNPO Leadership Meetings and Key Discussions (March 19-21, 2025)

During the period of March 19-21, 2025, SG FNPO, along with other FNPO leaders, met with CPMG Punjab, DPS HQRs Delhi Circle, and various officers in the Directorate. Several crucial issues were discussed, and formal letters were submitted for consideration. Below are the key points addressed during the meetings:

Key Updates and Discussions:

  1. AAO Exam 2024 Result: The result will be delayed due to the issue of three-month relaxation in service conditions. Instead of January 1, 2024, the crucial date is now considered as April 1, 2024. The matter has been referred to DoPT for clarification.

  2. IP Sealed Cover Results: This issue is under case-by-case examination based on merit.

  3. SSC 2024 Recruitment: Results have been declared, and dossiers are awaited. Circle allotment is expected to be completed in April 2025.

  4. PA/SA Cadre Vacancies & Rule 38 List: The revised vacancy position has been submitted, and Rule 38 transfer lists will soon be published by CEPT.

  5. Cash Handling Allowance & Treasury Allowance: The 7th CPC subsumed these allowances, but SPMs without TR posts are not receiving cash handling allowance. A request for clear implementation guidelines has been made, and a resolution is expected soon.

  6. Accounts Line Merger with General Line: FNPO strongly opposes this merger and has submitted a detailed letter explaining the reasons.

  7. PM & MTS Recruitment Issues: Due to technical difficulties, recruitment is delayed. FNPO has proposed alternative solutions, and a positive order is expected soon.

  8. Telangana LSG Reversion Issue: Despite ongoing issues, Telangana CO has not considered LSG reversion requests. The matter has been escalated with Member P.

  9. Establishment Review Challenges: FNPO submitted a detailed letter to DDG P, requesting rationalization of staff based on the SSP system. It was suggested that the review should be conducted along with Administrative Office establishment review after Project 2.0 implementation.

  10. PA Assistance to Sub-Division Heads: FNPO requested withdrawal of PA assistance, and the response from the authorities was positive.

  11. Delhi Postman Selection (2022): The second/supplementary list will be published by March 2025.

  12. Delhi MTS Selection (2022): A list of around 700 vacancies will be published in April 2025. The number of eligible GDS is lower than the available vacancies.

  13. Delhi Postman & MTS Selection (2023): The lists will be published in May/June 2025. FNPO requested that the joining process be completed before June 30, 2025, to prevent loss of the January 2026 increment. Additionally, FNPO suggested allowing direct joining before training to avoid delays.

  14. Quarter Allotment in Delhi Circle: The allotment process is being streamlined based on seniority and availability. FNPO suggested quarterly allotments every three months based on availability.

  15. Substitute/Outsider Restrictions in Delhi: No division in Delhi allows substitutes/outsiders except for Casual Leave (CL), which is against departmental rules. FNPO requested DPS HQRs to issue compliance instructions.

  16. HSG II & HSG I One-Time Relaxation: FNPO requested one-time relaxation similar to 2006 and 2008, where officials with even one day of service on the crucial date were granted promotion.

  17. Jalandhar SSP Staff Welfare Concerns: Various anti-staff welfare issues were discussed with CPMG Punjab, who assured swift resolution.

  18. Sports Quota Staff Half-Day Allowance: Some circles are denying the two-hour relaxation for sports quota staff. FNPO has taken up the issue, and clarification will be issued soon.

  19. Asansol SSP & GDS Salary Withholding: 52 GDS employees had their February salaries stopped due to non-achievement of targets. FNPO’s continuous efforts led to salary release orders on March 21, 2025, as per Directorate instructions.

  20. Coochbehar Division (WB) GDS Increment Recovery Issue: 101 GDS employees had their drawn increments recovered due to Dies-non without official break-in-service instructions. FNPO secured a positive response for resolving the issue soon.
