The Ministry of Communications, Department of Posts (PE-I Section), has addressed concerns arising during the special Establishment Review of Post Offices (Establishment and Income/Cost Review) conducted through the Online Software/Portal developed by CEPT, Bengaluru.
Challenges Identified
During the establishment review process, several Circles have reported instances where incorrect or inaccurate data was entered into the portal by data entry operators, including SPMs, APMs, and Postmasters. These inaccuracies were subsequently verified and approved by IP/ASP and Divisional Heads without proper validation.
Key Directives Issued

Correction of Errors Not Feasible Post-Approval:
- Since the establishment review has already been approved and calculation sheets generated by competent authorities, further corrections at this stage are not possible.

Responsibility of Approving Authorities:
- While it was expected that due diligence would be exercised during data validation, it is acknowledged that this is the first time the review is being conducted via the online portal.

Provision for Review Reversal in Exceptional Cases:
- CEPT may consider requests for reversal of the establishment review under exceptional circumstances.
- Such requests must be submitted by the Circle Nodal Officer with justifiable reasons for reconsideration.

Record-Keeping and Accountability:
- All Circles and Divisions are directed to maintain records of both the initial and revised reviews for future scrutiny.
- Approving authorities will be personally responsible for ensuring data accuracy in such cases.
