Termination of Fund Transfers from Welfare Funds to Sports Fund Accounts in Postal Circles
The Government of India, through the Ministry of Communications, Department of Posts, has issued an Office Memorandum (F. No. 3-01/2024-WI&Sp) dated 31st January 2025, addressing a crucial financial practice in postal circles. The memorandum highlights the unauthorized practice of transferring funds or taking loans from the Welfare Board to the Sports Board for sports-related activities, which exceeds the grant allocated by the Directorate.
Irregular Financial Practice
It has been observed that various postal circles have been engaging in fund transfers or loans from the Welfare Board to the Sports Board to support additional sports activities. These transfers are being made without any provision in the Constitution of the Postal Services Staff Welfare Board or the Postal Sports Board. As a result, circles later approach the Directorate for additional funds to clear their liabilities, including loan repayments. This practice has been deemed irregular and contrary to the financial governance principles expected in government operations.
Immediate Termination of Practice
In light of the above, the Department of Posts has directed all postal circles to immediately cease this practice. It has been emphasized that all expenditures must be managed within the grant allocated for each financial year. This directive aligns with the broader principles of financial discipline and accountability that govern the functioning of the Government of India.
Adherence to Budget Allocations
Postal circles have been advised to strictly adhere to their budget allocations and ensure that no additional liabilities are created beyond the sanctioned grants. The directive serves as a reminder that all financial activities within the Welfare and Sports Boards must comply with the established rules and regulations.
Official Approval
The directive has been issued with the approval of Member (HRD) and is signed by Sunita, Director (Welfare & Sports). It has been circulated to all Chief Postmasters General (CPMsG) across postal circles to ensure compliance and enforcement.
This step marks a significant move towards maintaining financial integrity within postal circles and ensuring that welfare and sports funds are utilized appropriately within their designated limits.
