1. Chief Postmasters General (Heads of Circles)

   • Authority to fix the period of preservation of records within a Circle Office.

   • Powers to order the destruction of Post Office records, excluding accounts records.

   • Full authority to approve police escorts for cash transmissions.

   • Enhanced powers to modify inspection questionnaires to meet local requirements.

   • Powers to approve the conversion and merger of Branch Post Offices, subject to specific conditions.

   • Authority to open new Branch Post Offices or Sub Post Offices through redeployment and upgradation, in consultation with the Circle IFA.

   • Approval powers for fixing the jurisdiction and headquarters of Postal/Mail Service Divisions.

2. Postmasters General and Directors of Postal Services

   • Given full authority over branch office conversions, mergers, and new openings as per existing postal norms.

   • Authority over redeployment of posts within Branch Post Offices.

   • Full powers concerning appointments, penalties, and appeals under the prescribed Schedule of Authorities.

   • Extended leave sanctioning powers for officers under their jurisdiction.

   • Powers to transfer Group 'B' officers and non-gazetted officials within their respective circles.

3. Director, Rafi Ahmed Kidwai National Postal Academy (RAKNPA) & Directors of Postal Training Centres (PTCs)

   • Specific administrative powers assigned as per Annexure-B of the OM.

Implementation and Compliance All postal authorities, including Chief Postmasters General, Postmasters General, Directors, and Training Centre Heads, are required to comply with these revised guidelines. The updated administrative powers align with the broader objectives of improved governance, operational efficiency, and better service delivery within the Department of Posts.
