The Ministry of Communications, Department of Posts, has issued a reminder to several postal circles regarding the non-payment of wages to substitutes working against vacant Gramin Dak Sevak (GDS) posts. This communication follows previous directives dated 12.12.2024 and a subsequent reminder on 14.01.2025, urging circles to provide necessary reports and justifications on the matter.

Background

The department had initially sought comments from postal circles on the feasibility of enhancing the approval limits for substitute arrangements against vacant GDS posts. The objective was to streamline administrative processes and ensure timely wage disbursement for substitutes filling these positions. Furthermore, the circles were requested to submit a detailed report (Annexure-A) concerning the number of pending substitute arrangements that require approval beyond stipulated durations of 45/90 days and up to one year.

Current Status

As of 12.02.2025, a majority of the circles have yet to comply with the directive. However, exceptions include the North East, Maharashtra, Kerala, Chhattisgarh, Uttarakhand, Himachal Pradesh, and Andhra Pradesh circles, which have submitted their comments and reports. The non-responsive circles have been urged to expedite their submissions by 15.02.2025 to facilitate further examination at the directorate level.

The delay in reporting and providing necessary comments hampers effective decision-making at the central level. It also affects the financial well-being of substitutes who rely on timely wage payments. The Department of Posts aims to ensure that administrative hurdles do not lead to undue hardship for these temporary workers.
