The Department of Posts has long been an essential service provider, ensuring seamless communication and financial transactions across the country. However, to transition from a "Cost Centre" to a "Profit Centre," the Department aims to revamp its operations by optimizing resources, enhancing financial operations, and increasing its focus on core business activities. A crucial step in this transformation is the delegation of non-core business functions currently managed by Drawing and Disbursing Officers (DDOs) to Postal Accounts Offices (PAOs).

Formation of Committee for Assessment

Recognizing the need for an effective strategy to streamline this transition, the Government of India’s Ministry of Communication, Department of Posts, PAF Wing, has constituted a committee with the approval of the Secretary (Posts). This committee is tasked with identifying and evaluating non-core business activities at the DDO level that can be efficiently handled by PAOs.

Committee Members:

  2. Shri Ajay Singh Chauhan, PMG (Mails & BD), Delhi Circle

  3. Sh. Rajeev Kandpal, GM (Finance), Gujarat Circle

  4. Shri Vivek Daksh, DDG (PO), Postal Directorate

  5. Shri Abhijeet Bansode, DPS (HQ), Maharashtra Circle

  6. Sh. Shailesh Bansal, DAP, Uttar Pradesh Circle

  7. Ms. U. Sai Pallavi, DAP, Telangana Circle

  8. Shri Saurabh Deshmukh, Director (Accounts), Postal Directorate

Terms of Reference

The committee is entrusted with the following responsibilities:

  1. Assessment of Current Activities: Identify the existing activities carried out at the DDO level across all wings of the Department.

  2. Evaluation of Transfer Feasibility: Examine the necessity and feasibility of transferring non-core business functions to PAOs.

  3. Impact Analysis: Analyze the benefits and potential challenges of shifting these functions.

  4. Identification and Transition Roadmap: Identify the specific non-core business functions to be transferred and develop a structured roadmap for their transition.

  5. Technological Enablement: Explore the role of technology in ensuring a smooth transition and operational efficiency.

Expected Outcome

The committee has been directed to submit its report within four weeks from its formation. The findings will provide crucial insights into the optimal utilization of human and technological resources, thereby enabling post offices to focus more on their revenue-generating functions.
