The Ministry of Communications, Department of Posts, has issued a clarification regarding the revision of Time-Related Continuity Allowance (TRCA) for Gramin Dak Sevaks (GDS) based on the periodic establishment review. The directive, dated February 18, 2025, was addressed to the Chief Postmaster General of the Kerala Circle.
Background
The revision of TRCA has been a subject of discussion, particularly concerning those GDS engaged before and after July 1, 2018. The latest communication aims to provide clear guidelines on the matter and address concerns raised by field offices.
Key Directives
For GDS Engaged Before July 1, 2018
There is no restriction on the revision of TRCA for GDS engaged before this date.
The existing instructions related to downward and upward revision of TRCA, as issued in previous official communications, remain applicable.
Specifically, the downward revision guidelines from Establishment Division letters dated October 11, 2004, and October 15, 2012, will continue to be followed.
The upward revision of TRCA, as per the letter dated September 28, 2021, from the GDS Section of the Establishment Division, will also remain in force.
For GDS Engaged On or After July 1, 2018
A mechanism for the revision of TRCA for these new entrants, particularly regarding movement from Level-1 to Level-2, is still under deliberation.
The Department of Posts is currently in consultation with the Integrated Finance Wing (IFW) to finalize the mechanism.
Once concurrence from the IFW is obtained and the proposal is approved by the Competent Authority, further guidelines will be issued to regulate the revision process.
Conclusion
This directive provides much-needed clarity on the TRCA revision policy for Gramin Dak Sevaks. While the established rules continue to guide the revision process for GDS engaged before July 1, 2018, those engaged after this date will have to wait for further policy developments. The Department of Posts assures that necessary guidelines will be issued after due consultation with financial authorities.
