Introduction

The Department of Posts, through its Postal Directorate letter dated 25th October 2025, has established policy guidelines for the delivery of postal articles by delivery staff using their own two-wheeler vehicles. These guidelines aim to ensure efficient postal delivery while addressing concerns related to maintenance and fuel reimbursement for delivery personnel.

Clarifications on Maintenance Charges and Fuel Reimbursement

Following queries from field units regarding maintenance and fuel reimbursement for delivery staff using their own vehicles, the Department has examined the concerns and issued the following clarifications:

1. Payment of Maintenance Charges

According to Para 6 of the policy guidelines, the calculation of fuel reimbursement charges follows this formula:

Total fuel reimbursement charges = (Average expenditure on periodic maintenance per km) + (Average fuel charges per km)

  • The periodic maintenance expenditure has already been accounted for at Rs. 0.98 per km in the calculation of fuel reimbursement.
  • No additional maintenance charges are payable beyond this provision.

2. Annual Revision of Fuel Reimbursement Charges

As per Para 6.3 of the policy guidelines:

  • Fuel reimbursement charges will be revised annually, with petrol prices as of 15th March each year being used to determine the updated mileage rates.
  • The revised rates for the financial year 2024-25 became applicable from 18th November 2024.
  • For subsequent years, new rates will be implemented from 1st April of each financial year based on petrol prices as of 15th March.

Implementation and Dissemination

All Circles are instructed to circulate these clarifications to field units to ensure clear communication among Postal Divisions and delivery staff. These measures will enhance transparency and consistency in implementing fuel reimbursement policies while supporting the efficient operation of postal deliveries.
