Postal Joint Council of Action (PJCA) Presents Charter of Demands to the Department of Posts
The Postal Joint Council of Action (PJCA), comprising NFPE, FNPO, AIGDSU, and NUGDS, has submitted a memorandum to the Secretary of Posts outlining critical demands to safeguard the interests of postal employees and the Department of Posts. The PJCA expressed concerns over the implementation of "retrograde policies" that, according to them, undermine the department's operations and the rights of its employees.
Key Demands in the Memorandum
Immediate Withdrawal of the Post Office Act, 2023
- Citing adverse impacts, the PJCA seeks its repeal.
Stay Order Enforcement Against Derecognition of Unions
- Demand to enforce the Stay Order dated 12.04.2024 issued by the Jharkhand High Court, aiming to reverse the derecognition of AIPEU Gr. C and NFPE.
Reinstatement of Old Pension Scheme (OPS)
- The PJCA opposes NPS and UPS, advocating for the restoration of OPS for all employees.
Mail Operations and Transit Section Revival
- Restoration of L2 mail offices and RMS transit sections.
- Discontinuation of contract RTNs in favor of departmental MMS.
Opposition to Privatization Measures
- Withdrawal of initiatives such as franchising, Dak Mitra, and mechanized delivery by employees' own two-wheelers.
- Prevention of ATM card transfer to IPPB Ltd.
Comprehensive Benefits for Gramin Dak Sevaks (GDS)
- Grant civil servant status to GDS under the 8th CPC.
- Provide pensions, family pensions, gratuity, and medical benefits.
Staffing and Organizational Changes
- Halt decentralization of Postal Accounts Offices (PAOs).
- Restore 1520 posts abolished during rationalization.
- Expedite filling of vacant posts and ensure separate recruitment for Electrical Wing staff.
Cadre Restructuring and Career Progression
- Implementation of cadre restructuring for left-out cadres.
- Notification of vacancies for SBCO officials and merging SBCO PAs and supervisors with GM PA & F.
- Allow LSG/HSG officials to participate in LDCE for PS Group B promotions.
Accounting and Centralization of PLI/RPLI Operations
- Retain the DPLI, Kolkata Office as the central accounting office for PLI/RPLI operations.
Call for Dialogue and Trade Union Action
The PJCA has emphasized the need for immediate and meaningful dialogue between the Department of Posts and the unions to address these issues. The organization has warned that a lack of constructive engagement may force them to undertake trade union actions.
