Government Approves LTC Travel by Tejas Express, Vande Bharat Express, and Humsafar Express Trains
In a significant update to Leave Travel Concession (LTC) policies, the Government of India has announced the inclusion of Tejas Express, Vande Bharat Express, and Humsafar Express trains under the admissible modes of travel. This change was communicated through an Office Memorandum (F.No. 31011/3/2022 - PP. A-IV) issued by the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, on January 14, 2025.
Key Highlights:
Extension of Premium Train Travel under LTC: The updated policy now allows government employees to travel by Tejas Express, Vande Bharat Express, and Humsafar Express in addition to the previously approved Rajdhani, Shatabdi, and Duronto trains under the Central Civil Services (LTC) Rules, 1988.
Travel Entitlements Based on Pay Levels: The admissibility of travel classes has been revised based on the Pay Matrix levels under the 7th Central Pay Commission:
- Level 12 and Above: Executive Class in Shatabdi/Tejas or AC 1st Class in other premium trains.
- Levels 6 to 11: Chair Car in Shatabdi/Tejas or AC 2nd Class in other premium trains.
- Level 5 and Below: Chair Car in Shatabdi/Tejas or AC 3rd Class in other premium trains.
Unchanged Conditions: Other conditions specified in the earlier Office Memorandum (O.M. No. 31011/8/2017-Estt.A-IV dated 19.09.2017) remain applicable.
Rationale Behind the Change:
The decision follows numerous representations from offices and individuals requesting clarity on the admissibility of newer premium trains for LTC purposes. After a thorough review in consultation with the Department of Expenditure, the inclusion of these popular train services aims to provide greater flexibility and convenience for government employees.
Implementation and Communication:
The Office Memorandum has been circulated to all Ministries, Departments, Union Territories, and subordinate offices. It emphasizes that the revised entitlements are applicable with immediate effect, ensuring a seamless travel experience for eligible government employees availing LTC benefits.
This decision underscores the government’s commitment to modernizing employee benefits and accommodating evolving travel preferences.
