The Government of India, under the Ministry of Communications, Department of Posts, has initiated a strategic plan to enhance parcel and document processing infrastructure. In a virtual meeting held on January 17, 2025, chaired by the Secretary (Posts), the Parcel Directorate outlined a roadmap to expand parcel operations, aiming to achieve a revenue target of ₹7298 crore as envisioned by the Hon'ble Minister of Communications (MoC).

Need for Infrastructure Development

The rapid expansion of the e-commerce sector and strategic partnerships with major logistics players have created significant growth opportunities for India Post. To accommodate the anticipated surge in parcel volumes, a robust and modern infrastructure is essential.

Projections indicate that the volume of parcels processed by the current network will increase tenfold in the next five years. To support this growth, the government plans to establish state-of-the-art integrated hubs with advanced facilities and enhanced processing capabilities. Additionally, document volume is expected to rise by 1.7 times its current levels.

Co-location of Operational Facilities

To optimize efficiency, all mail and parcel operational facilities—including Transit Mail Offices (TMOs), Mail Agencies, Parcel Hubs, National Sorting Hubs (NSHs), and Ordinary Mail Offices—will be co-located within the same building. Administrative offices such as Head Record Offices (HROs), Sub-Record Offices (SROs), Customer Booking Offices (CBOs), and Divisional/Sub-Divisional Head Offices may also be included, depending on space availability and operational justification.

Shortlisted Locations and Land Selection Criteria

A list of shortlisted cities for these integrated hubs, based on traffic volume, operational feasibility, and space constraints, has been compiled. The following factors are being considered before finalizing locations:

  1. Strategic Connectivity: Ensuring operational sites are well-linked to key highways, expressways, and rail networks.

  2. Clear Land Titles: Avoiding disputes and delays by verifying that identified land parcels are owned by the Department.

  3. Operational Feasibility: Evaluating connectivity, proximity to parcel origin sources, and overall efficiency.

Implementation and Next Steps

Heads of Circles have been directed to review land availability and ensure all necessary groundwork is completed within stipulated timelines. Immediate feedback on shortlisted locations and potential new projects must be shared with the Parcel Directorate. Details on land availability, ownership, and other relevant aspects are to be submitted via a shared spreadsheet link.

By establishing integrated processing hubs, India Post aims to enhance service efficiency, boost revenue, and strengthen its role in India's logistics ecosystem.
