The Ministry of Communications, Department of Posts, has addressed the issue of delay/non-payment of wages to substitutes working against vacant Gramin Dak Sevak (GDS) posts. This directive comes in light of grievances raised by various unions and individuals regarding prolonged delays in wage disbursement.
Background
It has been observed that the primary reason for the delay is the pendency of approval for substitute arrangements beyond the stipulated 45 days/90 days by the competent authorities at Regional or Circle levels. In response, postal unions have suggested decentralizing the approval process by delegating powers to the Divisional level for quicker action.
Comments from Circles Requested
The Department of Posts has sought feedback from all postal Circles on the following:
- Whether the approval powers for substitute arrangements up to 90 days/180 days should be delegated to the Divisional level.
- Circles are requested to justify their suggestions with reasons, ensuring the matter is examined comprehensively.
The Circles are required to submit their comments within a fortnight.
Data Submission in Annexure-A
Additionally, all Circles must submit a detailed report on pending cases related to substitute arrangements for vacant GDS posts. The report must follow the prescribed Annexure-A format and include:
- The number of pending cases for substitute arrangements beyond 45/90 days and one year.
- A breakdown of delays at both the Circle and Regional levels.
- The reasons for delays in approvals.
Action Items for Circles
- Submit detailed comments on the proposal to delegate approval powers to Divisional levels.
- Provide a consolidated report on pending cases of substitute arrangements using Annexure-A format.
