The Government of India, Department of Posts, has launched a transformative initiative called the ‘GDS Adalat’, designed to address and resolve the grievances of Gramin Dak Sevaks (GDS) in a timely and efficient manner. Modeled on the successful 'Staff Adalat,' the GDS Adalat will operate at Circle and Regional levels to ensure a structured approach to grievance redressal.

Key Features of the GDS Adalat

  1. Purpose and Structure:

    • The Adalat will address grievances such as delays or non-payment of discharge benefits (e.g., GDS Gratuity, Severance Allowance, SDBS, GDS-GIS), non-regularization of put-off periods, and unresolved inquiries under Rule 10.
    • It will not function as an appellate body for disciplinary cases or other matters where decisions have already been made by the competent authority.
  2. Frequency and Leadership:

    • The Adalat will be held biannually, coinciding with the Staff Adalat sessions.
    • Sessions will be presided over by the Chief Postmaster General (CPMG) and the Postmaster General (PMG) at the Circle and Regional levels, respectively.
  3. Guidelines for Participation:

    • Participation is voluntary, and no TA/DA or Special Casual Leave will be provided.
    • GDS are encouraged to bring forth concerns such as delays in the settlement of unauthorized absence condonation or absence beyond 180 days.
  4. Documentation and Reporting:

    • Minutes of each session are to be compiled and submitted to the Deputy Director General (Estt., DE & Legal) by June 30 and December 31 for the respective half-yearly period.

The launch of the GDS Adalat represents a significant step towards ensuring a grievance-free and motivated workforce in the postal system. By providing a formal mechanism to address GDS issues, the Department of Posts reinforces its commitment to the welfare of its employees.

Implementation and Communication

This initiative has been approved by the competent authority, with directives for dissemination to all relevant stakeholders. A Hindi version of the Office Memorandum will follow shortly for wider accessibility.
