Streamlined Establishment Review Process for Post Offices: A Step Toward Efficiency
Unified Software/Portal Development
The reform comes with the development of a dedicated software/portal by the Centre for Excellence in Postal Technology (CEPT). This platform will consolidate Establishment, Income, and Cost reviews, eliminating the need for separate periodic assessments. The portal is expected to go live by December 15, 2024, marking a pivotal step toward digital transformation and operational efficiency within the postal network.
Data-Driven Work Assessment
The review process will rely on data extracted from core postal systems like FSI (Financial Services Integration), CSI (Core System Integrator), and DPMS (Delivery and Postman Management System). The assessment will cover four months' data (representing each quarter):
- February
- May
- August
- October
To ensure accuracy, pre-populated data from BI Tools will be available for review, with an option for field offices to make necessary modifications backed by proper documentation.
Structured Data Management
A detailed Excel Sheet shared by CEPT outlines the key metrics and office-specific data points across the following categories:
- Establishment Review
- Income
- Cost
- Postman Operations
This data-centric approach emphasizes the importance of preparedness among postal divisions, enabling swift and accurate data entry during the limited operational window.
Prioritizing Efficiency and Rationalization
Establishment Review and subsequent staff/post office rationalization have been identified as top priorities within the ministry's governance dashboard, closely monitored by the Hon'ble Minister of Communications. Circles have been directed to treat this initiative with utmost urgency to meet the desired outcomes efficiently.
Timely Implementation
To ensure readiness, all Heads of Circles have been urged to compile the necessary data in Excel format ahead of the portal's deployment. This preparation will facilitate a smooth transition and allow the field offices to complete the exercise within the allotted one-week window.
