The Department of Posts has issued a draft notification for revised Recruitment Rules concerning the Postal Service Group 'B' cadre. Key Changes in the Recruitment Rules

The changes in the revised Recruitment Rules are aimed at enhancing transparency, updating eligibility requirements, and refining promotion processes for Postal Service Group 'B' positions. The primary revisions include:

  1. Eligibility for Promotion

    • Promotion to Postal Service Group 'B' will exclusively be from the Inspector of Posts cadre, with a requirement of 8 years of regular service at Level 7 in the pay matrix.
    • Eligible candidates must also have completed at least two weeks of mandatory Departmental Induction Training.
  2. Merit-Based Selection

    • The revised rules emphasize merit-based selection, with clear criteria for promotion and a well-defined process for evaluating candidates’ experience, training, and years of service.
  3. Power to Relax Rules

    • Provisions have been made for the Central Government to relax certain requirements on a case-by-case basis in consultation with the Union Public Service Commission, if deemed necessary. This flexibility ensures that unique circumstances or exceptional cases can be accommodated fairly.
  4. Focus on Equity and Diversity

    • The new rules emphasize maintaining inclusivity and equal opportunity in recruitment and promotion. Special provisions have been reaffirmed for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen, and other categories as per government regulations.

Disqualifications

To promote integrity and ethical standards, certain disqualifications apply:

  • Any individual who has entered into a marriage with a person who already has a living spouse will not be eligible for appointment to the Postal Service Group 'B' cadre.
  • Exceptions can be made if the marriage complies with personal law and there are substantial grounds.
