The Department of Posts, Ministry of Communications, has issued updated guidelines for processing mutual transfers for Group ‘C’ officials, Group ‘B’ (Non-gazetted) officials, and Assistant Superintendent of Posts (Group ‘B’ Gazetted). The notice introduces streamlined procedures for handling requests, confirmations, extensions, and cancellations, aiming to improve the efficiency of mutual transfers.
Key Guidelines for Mutual Transfers:
Final Allotment Confirmation:
- After the final allotment list is released, both employees involved in a mutual transfer must confirm, request an extension, or cancel the transfer within 7 working days. If neither party responds within this period, both are assumed to accept the transfer, and they will be relieved within 15 days.
Requests for Extension or Cancellation:
- Employees may request an extension for up to 60 days. After this period, both must proceed with the transfer. If one employee requests cancellation, the transfer for both employees will automatically be canceled, with the canceling employee losing one Rule-38 transfer opportunity.
Relieving Period:
- Employees should be relieved within 30 days from the release of the final allotment list unless an extension or cancellation is requested. If disciplinary proceedings are pending, the employee will not be relieved until the process is complete.
Automatic Cancellation Due to Life Events:
- In cases of promotion, resignation, retirement, or similar events for one employee, the transfer request for the counterpart will also be canceled. Neither employee’s transfer count will be affected by such events.
Standard Operating Procedure (SOP) for Divisions
The SOP provides guidance for Division/Unit Heads on updating the status of mutual transfers:
Division Relieving Pending:
- After final allotment, eligible employees appear under "Division Relieving Pending" in the Division login.
Status Updates:
- Divisions can select various status updates (e.g., “Relieved,” “Requested for extension,” “Disciplinary Proceedings under process”) for each employee. If one employee cancels, the system prompts that the counterpart’s request will also be canceled.
Handling Remarks:
- For requests like cancellation or promotion, both parties’ transfer statuses will be updated as "Cancelled" with remarks. The canceling employee will lose one transfer opportunity under Rule-38.
Disciplinary Proceedings:
- If disciplinary proceedings are underway, both employees’ transfer statuses reflect this until proceedings conclude.
