Memo No. PO-27/5/2024-Postal Operation-DOP
Dated: 03 October, 2024
The Department of Posts, Ministry of Communications, has issued a proposal to evaluate the discontinuation of manual receipt form MS87(A) for Electronic Money Order (EMO) bookings at Branch Post Offices (BPOs). This initiative follows a request from the General Secretary of the FNPO, National Union of Gramin Dak Sevaks (NUGDS), via an official letter dated 11 September, 2024, suggesting that the manual receipt process for EMOs has become redundant due to advancements in digital documentation.
Background and Current Process
Currently, EMO transactions at BPOs involve both manual and digital receipts, with transaction details quickly transmitted to Account Offices. The FNPO highlights that since these details reach Account Offices within hours, maintaining manual receipts merely for archival purposes has become unnecessary.
Key Points of Consideration
- Redundancy of Manual Receipts: Digital records have made manual EMO receipts unnecessary, as they add little operational value.
- Operational Efficiency: Eliminating manual receipts could improve service efficiency at BPOs, allowing postal employees to focus on core services.
- Environmental Impact: Reducing paperwork aligns with the government's broader goals of digital transformation and minimizing paper use.
Request for Feasibility Assessment
In response to FNPO’s request, Assistant Director General (PO Division), Prasenjit Chatarji, has instructed all Chief Postmasters General to evaluate the feasibility of discontinuing MS87(A) for EMO bookings and to provide their feedback on the operational impacts, benefits, or potential challenges associated with this change.
Potential Benefits of Discontinuing MS87(A)
- Increased Efficiency: Streamlining the process by eliminating manual documentation may reduce workload and improve customer service.
- Reduced Paperwork: This change would support the Department's transition toward paperless operations, reducing environmental impact.
- Faster Service Delivery: Removing redundant steps in the EMO booking process could result in quicker transactions and improved service quality.
Next Steps
Chief Postmasters General are requested to assess this proposal’s impact and submit their findings to the PO Division. These evaluations will help guide the Department’s decision on whether to discontinue the MS87(A) form or consider other modifications.
This initiative is part of the Department of Posts' commitment to enhancing operational efficiency and advancing digital transformation.
