Introduction
This document outlines the step-by-step process for the appointment of Gramin Dak Sevaks (GDS) selected for the post of Postman/Mailguard in the Delhi Circle through a special drive recruitment. This process is specifically for surplus qualified GDS candidates from other circles who are willing to accept the appointment.
Step-by-Step Appointment Procedure
1. Transfer of Personal File
- Responsibility: Parent Division
- Action: The Parent Division of the selected GDS candidate is required to send the personal/engagement file to the allotted Division in Delhi Circle via insured letter by 16.11.2024.
- Required Documents:
- Initial GDS appointment/engagement letter
- 10th/Matriculation Certificate (two sets of attested copies)
- Proof of Date of Birth (if not on 10th Certificate)
- Caste certificate (for SC/ST/OBC candidates)
- EWS/PwDs certificate (if applicable)
- Residential proof (Aadhaar, etc.)
- Verified educational certificates and caste certificate
- Attestation form (original)
- Police verification report (original)
- Medical examination report (original)
2. Verification of File Contents
- Responsibility: Allotted Division
- Action: Verify the received file contents by 23.11.2024 to ensure all required documents are included, especially checking that the candidate’s medical examination was conducted by a prescribed medical authority.
3. Issuance of Appointment Offer
- Responsibility: Allotted Division/Parent Division
- Action: If a valid medical certificate is available, the allotted Division will issue an appointment offer and training order by 30.11.2024.
- Note: If a medical examination has not been conducted, the candidate must undergo a medical exam as prescribed by the Government of India (FRSR Part-I, SR-3).
4. Medical Examination
- Responsibility: Candidate/Parent Division
- Action: Candidate to visit CMO/Civil Surgeon for the medical examination, collect the sealed medical report, and deliver it to their Parent Division.
5. Forwarding Medical Report
- Responsibility: Parent Division
- Action: Send a scanned copy of the medical report to the allotted Division within 3 days of receipt.
6. Issuance of Training Order
- Responsibility: Allotted Division
- Action: Issue the final offer of appointment and training order upon receiving the medical certificate.
7. Completion of Training
- Responsibility: Candidate
- Action: Report for training as per the order, complete the training, and receive the final appointment letter from the appointing authority.
8. Joining
- Responsibility: Candidate
- Action: Report to the designated office with the appointment letter to join the position of Postman/Mailguard.
Additional Guidelines
- Provisional Candidates: Candidates who were provisionally selected must clear any outstanding verifications or disciplinary reviews before appointment.
- Pending Verification Reports: Candidates may be appointed provisionally if certain verifications (e.g., educational or caste certificates) are still pending, except the medical report.
Candidate’s Statement and Declaration for Medical Examination
Before the medical examination, candidates are required to fill out a health declaration form, disclosing any medical history or disabilities. Suppression of medical information may result in losing the appointment or forfeiting retirement benefits.
This process has been issued with the approval of the Chief Postmaster General, Delhi Circle, and must be adhered to strictly by all Divisions.
