The Department of Posts has released a detailed clarification on the changes in the Date of Next Increment (DNI) for employees promoted to posts with higher pay scales, particularly concerning those who have availed benefits under the Modified Assured Career Progression (MACP) Scheme. The memo, issued from Dak Bhawan, New Delhi, addresses inquiries regarding Rule-10 of the Central Civil Services (Revised Pay) Rules, 2016, and provides guidance on handling DNI changes for employees moving to higher pay scales post-MACP.
Key Highlights of the Clarification:
DNI and MACP-related Promotions: The memo specifies that employees who receive financial upgradation under the MACP scheme and are later promoted or placed in a non-functional higher scale will not experience a change in their DNI. This is applicable only when their pay is fixed without an increment in compliance with the MACP guidelines and DoPT's OM dated July 4, 2017. If the pay is fixed in terms of Rule-13 of the CCS (RP) Rules, the next increment date will be accordingly adjusted.
No Double Benefit for Increment: The Department of Expenditure (DoE) and the Department of Personnel and Training (DoPT) clarified that granting an increment at both the MACP stage and promotion stage could lead to pay disparities among employees. To avoid potential anomalies, employees will not receive a "double increment" when transitioning from MACP to regular promotions. The existing DNI will remain unaffected in cases of simple placement without a new pay fixation.
Illustrations for Clarity: To assist employees and administrative units, the memo includes sample scenarios that illustrate how DNI should be handled in typical cases of MACP-related promotion or placement. These examples emphasize the consistent application of Rule-10 of the CCS (RP) Rules, ensuring uniformity across cases.
Instructions for Past Pay Fixations: Past pay fixations that do not align with these updated instructions are subject to review. Overpayments, if any, identified from prior pay calculations will be subject to recovery from the employees concerned.
