Appeal for Reconsideration of LDCE Cancellation for Postal Services Group ‘B’

The All India Association of Inspectors and Assistant Superintendents, Posts (AIAIASP) has submitted a formal appeal to Ms. Vandita Kaul, Secretary of the Department of Posts, regarding the recent cancellation of the Limited Departmental Competitive Examination (LDCE) for promotion to Postal Services Group ‘B’. This appeal addresses the LDCE initially scheduled on June 4, 2023, for vacancies from 2021, 2022, and 2023, which was later canceled.

Background of the Appeal

The Department of Posts issued a notification on October 2, 2023, formally canceling the LDCE for Group ‘B’ promotions, affecting eligible candidates for three years of vacancies. In response, AIAIASP had previously submitted a request for reconsideration on December 29, 2023. The association now reiterates its appeal, highlighting the significant impact of this decision on the aspirations and career progressions of the cadre.

Key Points of Concern:

  1. Career Advancement: The LDCE serves as a crucial pathway for eligible employees aiming to advance within the Postal Services Group ‘B’ cadre. Canceling the examination not only disrupts immediate opportunities for promotion but also sets back career growth for a large number of capable candidates.

  2. Vacancy Backlog: With multiple years of vacancies (2021, 2022, and 2023) already pending, the cancellation compounds the backlog, affecting workforce management and the Department’s operational efficiency.

  3. Employee Morale: Such cancellations can adversely affect the morale of the employees who diligently prepare for these competitive examinations, seeing them as a pathway to career progression and professional recognition.

Request for Reconsideration

AIAIASP, through this appeal, has earnestly requested the Department of Posts to revisit and reconsider the cancellation. They seek a resolution that balances organizational requirements with the career development needs of the employees, proposing that a favorable decision could enhance workforce morale and improve overall departmental efficiency.

Conclusion

The association remains hopeful that the Department of Posts will prioritize the welfare of its cadre by reinstating the LDCE or considering alternative arrangements for eligible employees. A prompt and considerate resolution to this issue is anticipated to restore confidence among the workforce.
