The Joint Council of Postal Employees, representing various postal unions, has announced a series of phase-wise agitational programmes. These protests aim to highlight long-standing demands concerning postal employees, including Gramin Dak Sevaks (GDS), casual, part-time, and daily-rated employees. The agitational programmes are as follows:

Agitational Programmes

  1. 15th October 2024:
    A lunch hour demonstration will be held at the divisional level, followed by the submission of a memorandum of demands.

  2. 23rd to 25th October 2024:
    Postal employees will participate in a demand badge-wearing programme at the divisional level. During this period, a postcard and email campaign will take place, with all postal unions sending a memorandum to the Secretary of the Department of Posts.

  3. 12th to 13th November 2024:
    A two-day hunger strike will be organized in front of Dak Bhawan, New Delhi. Office bearers from various postal unions, including those from the Gramin Dak Sevaks (GDS) union and the Casual/Part-time workers' union, will sit on hunger strike from 10 AM on 12th November to 13th November 2024.

Charter of Demands

General Demands:

  1. De-Recognition Issue:

    • Withdrawal of the de-recognition order imposed on the AIPEU Group C and NFPE on 26th April 2023.
    • Implementation of the Ranchi High Court's stay order issued on 12th April 2024 against the de-recognition order.
  2. Post Office Act:

    • Withdrawal of ‘The Post Office Act-2023’, which is perceived as a blueprint for the corporatization and privatization of the Postal Department.
    • IT-related work should return to the Department of Posts (DOP) from the India Post Payments Bank (IPPB).
  3. Constitution of the 8th Central Pay Commission to review salaries and wages of postal employees.

  4. Restoration of the Old Pension Scheme for postal employees.

  5. Filling Vacancies:

    • Immediate recruitment to fill all vacant posts across all cadres.
  6. Cadre Restructuring:

    • Cadre restructuring for all left-out cadres and implementation of the second cadre restructuring for Group C employees.
  7. Compassionate Appointments:

    • Removal of the cap on compassionate appointments and ensuring 100% recruitment in all eligible cases.
  8. Unrealistic Target Pressures:

    • Eliminate excessive pressures on postal employees related to unrealistic target achievements.
  9. Re-categorization of Cadres:

    • Withdrawal of the unjust categorization of HSG-I and HSG-II as separate cadres.
  10. Training Programs:

    • Provide various training programmes such as IGOT Karmayogi for skill enhancement.
  11. Pay Scale Enhancement for employees across PA/SA/PM/MG/MTS categories.

  12. Restoration of Tenure Period:

    • Revert the tenure period for all cadres from 3 years to 4 years and review the transfer placement committee.
  13. Notional Increments for regular promotions in LSG, HSG-II, and HSG-I cadres.

  14. One-time Relaxation for Vacant Posts:

    • Fill all vacant posts in HSG-II and HSG-I with one-time relaxation and conduct special DPC for LSG posts.
  15. Implementation of Court Orders benefiting all employees in similar cases.

  16. Five-day Week:

    • Introduce a five-day workweek for all operative offices.

Cadre-Specific Demands:

  1. Grade Pay Enhancement:

    • Grant NFG to all HSG-I officials after two years of service and a grade pay of ₹5400 for those with four years in the ₹4800 grade.
  2. Delivery Hub System:

    • Stop the centralized delivery hub system and ensure timely delivery of Speed Post and registered mails.
  3. Provision of Equipment:

    • Provide necessary equipment to delivery staff for efficient functioning.
  4. RMS and Transit Sections:

    • Stop the merger and shifting of RMS offices, long-route RTN, and reinstate RMS sections closed during the pandemic.
  5. Parcel and Speed Mail Processing:

    • Enable district, TD parcel, and speed mail processing at all L-2 offices to avoid back-routing and delays.
  6. Surplus Candidates Recruitment:

    • Fill surplus MTS and PM/MG vacancies in Delhi Circle from other Circles.
  7. Uniform Allowance Enhancement for MTS/MG/PM and MMS staff from ₹5000 to ₹15000.

  8. Amendment in RR of AAO Cadre and grant 40% SCF Quota promotion to SAs in the AAO cadre.

  9. Postal Accounts:

    • Halt the decentralization of Postal Accounts and restore the 1520 posts of LDC/JA/SAs arbitrarily abolished.
  10. LDCE Promotion:

  • Allow LSG/HSG officials from CO/RO/DPLI to participate in LDCE for PS Group B cadre and fill up vacant LSG, HSG-II, HSG-I, and AD (Rect) posts.
  1. DPLI Office Continuation:
  • Continue DPLI, Kolkata as the Central Accounting Office for PLI/RPLI & EDAGIS/GDSGIS.
  1. Casual/Part-time Workers Regularization and ensure timely payment of monthly wages.

  2. SBCO Control:

  • Ensure that the SBCO continues under the control of GM PA & F.
  1. Rotational Transfer:
  • Notify all posts, including merged ones, for PA SBCO during rotational transfers and allow employees to choose their preferred SBCO unit.
  1. Night Shift Restoration:
  • Restore night shifts in all Mail offices for immediate and same-day disposal.
  1. Gramin Dak Sevaks:
  • Grant GDS eight-hour workdays and all benefits, including pensions.
  1. Kamalesh Ch. Committee Recommendations:
  • Implement positive recommendations like rotational fixation, weightage increment for seniors, and time-bound financial upgradations (MACP).
  1. Special Allowance:
  • Grant special allowances to Postal Accountants and System Administrators.
