The undersigned is directed to refer to the subject cited above, and to say that keeping in view the changing trends and technology in mail delivery, a policy on allowing Delivery staff to use their own two-wheelers for delivery of postal articles is proposed. This would streamline and accelerate the delivery process, especially in areas where delivery staff face difficulties due to limited availability of Departmental vehicles.

In order to safeguard the interests of Delivery staff who opt to use their own two-wheelers for official duty, the following guidelines have been established:

  1. Eligibility Criteria: Delivery staff who own a valid two-wheeler license and have been actively serving in mail delivery roles may apply to use their personal two-wheelers for official deliveries.

  2. Registration and Approval:

    • Interested staff members must submit a formal application to the respective Head of the Division, including details of the vehicle (make, model, and registration number).
    • Approval will be subject to the discretion of the Divisional Head based on operational requirements.
  3. Reimbursement:

    • Delivery staff will receive a fixed monthly allowance for fuel expenses, calculated based on the average distance covered during mail delivery rounds.
    • Additionally, staff will be eligible for a maintenance allowance, given quarterly, to account for wear and tear due to official usage.
  4. Insurance and Liability:

    • Delivery staff are responsible for ensuring that their two-wheelers are comprehensively insured.
    • The Department will not be liable for any damages, theft, or incidents involving personal vehicles during mail delivery operations.
  5. Record Keeping and Monitoring:

    • Each eligible staff member must maintain a logbook documenting the dates, routes, and mileage covered while on official duty, to be reviewed monthly by the reporting officer.
  6. Compliance and Conduct:

    • Delivery staff using their own vehicles must adhere to traffic regulations and prioritize the safety of postal items.
    • In case of misconduct or misuse, the approval to use personal vehicles for official duties may be withdrawn.

This policy will take effect from 01.11.2024 and will be reviewed periodically to assess its impact on delivery efficiency and staff welfare.
