Limited Transfer Facility for Gramin Dak Sevaks: Updated Guidelines

In a significant update for Gramin Dak Sevaks (GDS), the Government of India has revised the guidelines governing the Limited Transfer Facility (LTF). This office memorandum supersedes all previous orders and aims to streamline the transfer process for GDS personnel.

Overview of the Limited Transfer Facility

The LTF allows GDS employees to request transfers under specific conditions, promoting flexibility in their work locations. The latest revisions reflect feedback from various circles and are designed to enhance the efficiency of the transfer process.

Key Changes in Guidelines

  1. Engagement Period:

    • Minimum Requirement: The minimum engagement period for a GDS to request a transfer has been extended from one year to two years of continuous engagement.
    • Relaxation for Existing Employees: For GDS engaged before 1st July 2024, this condition is relaxed until 31st December 2025, allowing them to apply for transfers after just one year of continuous engagement.
  2. Mutual Exchange Facility:

    • The requirement for mutual transfers remains at one year of continuous engagement.
  3. Transfer Opportunities:

    • Male GDS are allowed two transfer requests in their career, while female GDS are permitted three. A mandatory cooling-off period of one year is enforced between transfers.
  4. Level of TRCA:

    • Transfers are restricted to the same level of Time Related Continuity Allowance (TRCA). Detailed provisions specify which positions are eligible for transfer within TRCA slabs.
  5. Application Process:

    • Applications must be submitted online during designated windows, typically set biannually before the GDS online engagement cycles.
  6. Verification Requirements:

    • Applications will be processed only after verifying essential credentials, including caste, education, and police verification. If any verification is pending, the application will be rejected outright.
  7. Order of Processing:

    • In cases where multiple applications are received for the same post, priority will be given based on specific criteria, including disability status, spouse grounds, engagement dates, and age.
  8. Senior Ranking:

    • Upon transfer, GDS will be ranked junior in the seniority list of the new unit, with specific exceptions for transfers within the same subdivision or division.

Procedure for Applying

  • Online Application: GDS seeking a transfer must update their mobile numbers in the Online Transfer Portal to register. Once registered, they can log in using their employee ID and receive an OTP for password creation.
  • Submission Timeline: GDS can submit their preferences for vacant posts in order of priority and modify their application until the deadline for submission.
  • Spouse Transfer Requests: GDS applying on spouse grounds must upload a relevant certificate from their employer.

Processing of Applications

  • Applications will be verified by the Divisional/Unit Head, and a system-generated SMS/Email will notify GDS of the approval or rejection of their requests.
  • Approved transfers will be published online, and GDS will be required to join their new posts by the designated deadline.
