In a significant move for Gramin Dak Sevaks (GDS), the Government of India’s Ministry of Communications, Department of Posts has approved a new increase in Dearness Allowance (DA). Effective from 1st July 2024, GDS will receive an enhanced DA on their basic TRCA (Time-Related Continuity Allowance) at the same rate as that for Central Government employees, which is set at 53%.

This decision aligns the DA rates for GDS with those of other Central Government employees following the recent Ministry of Finance's Department of Expenditure circular. The increase will provide financial relief and support to Gramin Dak Sevaks, who play an essential role in extending postal and communication services, especially in rural India.

Key Highlights of the DA Update:

  1. Implementation Date: The revised DA rate takes effect retroactively from 1st July 2024, with formal approval granted on 28th October 2024.
  2. New DA Rate: Gramin Dak Sevaks will now receive DA at 53% of their basic TRCA.
  3. Budgetary Provisions: The expenses associated with this DA increment will be funded under the existing “Salaries” budget head of the Department of Posts.

This development was announced in a circular (F.N. PP-14/1/2021-PAP) issued by the Department of Posts, detailing the applicability and financial provisions involved. The official document, signed by Assistant Director General Ravi Pahwa, emphasizes that this measure is in line with the government’s commitment to maintain parity with Central Government employees for DA entitlements.

The enhanced DA for GDS is anticipated to benefit a large number of postal workers by cushioning them against inflationary pressures. The rural postal workforce forms the backbone of India’s postal network, particularly in rural and remote areas where they provide essential postal, financial, and communication services.

The circular directs all Chief Postmasters General, Chief General Managers, and relevant finance officers across India to implement the revised DA rate without delay. Additionally, the Department of Posts has directed the Centre for Excellence in Postal Technology (CEPT) to upload this order on the official India Post website to facilitate transparent communication.
