LDCE for Promotion to Inspector Posts (66.66%) – 2024: Odisha Circle’s Notification on Vigilance Clearance.

The Department of Posts, India, under the supervision of the Chief Postmaster General of Odisha Circle, Bhubaneswar, has released a formal notification concerning the Limited Departmental Competitive Examination (LDCE) for promotion to the Inspector Posts (66.66%) cadre for the vacancy year 2024. The examination was held on 21st and 22nd September 2024. The key purpose of this notification is to call for the latest Vigilance Report or the Disciplinary Status of the candidates who appeared for the examination.

Notification Details

Office of the Chief Postmaster General, Odisha Circle issued this notice on 25th September 2024, asking for priority action from the relevant divisions and units to furnish the latest vigilance reports for candidates. This request is based on the guidelines set by the Directorate’s Letter No. A-34013/02/2024-DE dated 24th September 2024.

All Postmasters General, SSPOs/SPOs, SSRM/SRMs, and the Superintendent of concerned divisions within the Odisha Circle are required to submit the necessary reports by 2nd October 2024 to ensure the smooth processing of promotion results.

Key Instructions to Divisions and Units

The primary instruction issued by the Circle Office is to gather the latest disciplinary or vigilance reports for the candidates who appeared in the LDCE for the Inspector Posts cadre. The reports are crucial for further evaluation and result declaration as they will determine if any pending disciplinary actions or vigilance cases could impact the promotion of any candidate.

These reports must adhere strictly to the instructions provided in the Directorate letter and include complete details on any pending disciplinary or criminal cases against the candidates. The Directorate expects the reports to reach the Circle Office by 4th October 2024, as mentioned in the letter from the Ministry of Communications, Department of Posts.

List of Candidates

An Annexure is attached to the notification, listing the names of the candidates who appeared in the LDCE IP-2024 exam. Candidates are identified by their S.No., Roll Number, Division, and Designation. The list includes candidates from multiple divisions across Odisha Circle, such as:

  • Arun Kumar Behera, Postal Assistant from APS Wing
  • Prabhat Kumar Pradhan, Postal Assistant from Aska Division
  • Sachindra Kumar Gouda, Postal Assistant from Aska Division
  • Ramesh Chandra Sahu, LSG (Sub-Postmaster) from Balangir Division
  • Bivabasu Bisoyi, Office Assistant from Berhampur Division
  • Jitendra Kumar Behera, Office Assistant from Bhadrak Division
  • And many others from various divisions like Cuttack City Division, Dhenkanal Division, Nayagarh Division, and more.

Compliance with Directorate Guidelines

The vigilance report request aligns with the Directorate's established norms concerning promotions and disciplinary proceedings. According to the Directorate’s Letter No. X-7/6/2022-SPN-II dated 17th May 2023, several key points must be considered:

  1. Eligibility for LDCE Examination:

    • All eligible government servants, including those facing disciplinary actions, suspensions, or criminal prosecutions, are allowed to appear for LDCE.
    • However, the declaration of results for these candidates may be withheld under certain conditions.
  2. Vigilance Clearance Requirement:

    • Before declaring results, vigilance clearance must be obtained for all candidates who appeared for the LDCE. If any candidate falls into specific categories (e.g., under suspension or facing criminal charges), their results will be kept in a sealed cover until their case is resolved.
  3. Disciplinary/Criminal Cases:

    • Any candidate facing ongoing disciplinary or criminal proceedings will have their results held back, and promotions will not be processed until full exoneration or resolution of charges.
  4. Sealed Cover Procedure:

    • If the vigilance report exonerates the candidate, the sealed cover will be opened, and promotions will be processed based on the candidate’s merit position in the LDCE.
  5. Promotion During Penalty:

    • The notification also emphasizes how penalties, like minor or major penalties, can affect promotion eligibility. For instance, a minor penalty like Censure does not prevent promotion, but penalties that involve withholding of promotions could delay the process.

Urgent Action Required

The Odisha Circle has labeled this request as “TOP PRIORITY”, urging all divisions to expedite the preparation and submission of vigilance reports to avoid delays in the declaration of results for the candidates who appeared in the LDCE IP-2024. The vigilance report will decide whether or not the candidate is fit for promotion to the Inspector Posts cadre.
