  1. Confirmation of Previous Minutes: The minutes of the 42nd Biennial Conference held in June 2022 at Ootacamund were read and approved.

  2. Biennial Report: The General Secretary presented the biennial report for the period from July 2022 to August 2024, which was unanimously adopted.

  3. Audited Accounts: Audited accounts from June 2022 to August 2024 were presented and approved.

  4. Homage to Deceased Members: The house observed two minutes of silence in memory of members who passed away since the last conference.

  5. Organizational and Financial Review:

    • The body reviewed the functioning of the association, emphasizing the revival of the defunct NE Circle Branch.
    • Recognition of the association, initially granted in 2019, has been extended for one year, with a re-verification process expected to be conducted online soon.
    • Circle Branches were reminded to submit membership lists and remit CHQ quotas.
  6. Cadre Restructuring of Inspector Posts: The Cadre Restructuring of Inspector Posts, which was pending since 1979, has been approved and implemented, upgrading 225 ASPOs posts to PS Group B. The association emphasized promoting from within the cadre to fill these upgraded posts, without allowing them to be filled through Limited Departmental Competitive Examination (LDCE).

  7. Grant of Non-Functional Grade Pay:

    • The association has long pursued the grant of Non-Functional Grade Pay of ₹5400 on completion of four years in Grade Pay ₹4800 for similarly placed officers. After a lengthy legal battle, the Central Administrative Tribunal ruled in favor of granting this benefit.
    • The Department of Expenditure has since agreed to extend this benefit to applicants of the case, with the Department of Posts issuing an order for its implementation in June 2023.
