Special Recruitment Drive for Filling Vacancies of Postman, Mail Guard, and MTS in Delhi Circle

In an effort to address the ongoing vacancies in the cadres of Postman, Mail Guard, and Multi-Tasking Staff (MTS) within the Delhi Circle, the Department of Posts has initiated a special recruitment drive. This initiative focuses on filling these positions with surplus qualified and willing Gramin Dak Sevak (GDS) candidates who have passed the Limited Departmental Competitive Examination (LDCE) for the years 2022 and 2023 across all circles.

Extended Time Period for Willingness Submission

The competent authority has extended the deadline for receiving willingness from surplus GDS candidates to 16th July 2024. This extension aims to ensure comprehensive participation and facilitate the smooth filling of the vacant posts. All circles are instructed to submit the following information by 20th July 2024:

  • List of Surplus Qualified GDS Candidates for 2022 Vacancies
    • Appointment as Postman/Mail Guard (List-I)
    • Appointment as MTS (List-II)
  • List of Surplus Qualified GDS Candidates for 2023 Vacancies
    • Appointment as Postman/Mail Guard (List-III)
    • Appointment as MTS (List-IV)

The submission must include both soft and hard copies and follow the annexure formats provided.

Vacancy Details

The vacant posts, categorized by cadre and year, along with horizontal reservations, are as follows:

  • Vacancies for 2022

    • Postman: 1266 vacancies with reservations for UR, OBC, SC, ST, EWS, and various disabilities.
    • Mail Guard: 0 vacancies.
    • MTS: 1356 vacancies across multiple categories.
  • Vacancies for 2023

    • Postman: 624 vacancies.
    • Mail Guard: 1 vacancy.
    • MTS: 164 vacancies.

These vacancies are subject to change as necessary adjustments are made to align with the operational requirements.

Division-wise Vacancy Distribution in Delhi Circle

The distribution of vacancies across various divisions in the Delhi Circle is detailed below:

  • Postman Cadre:

    • New Delhi Central Dn: 150 vacancies
    • New Delhi West Dn: 259 vacancies
    • Delhi East Dn: 163 vacancies

Standard Operating Procedure (SOP)

The SOP for selecting GDS candidates from other circles for the positions of MTS, Postman, and Mail Guard in the Delhi Circle outlines the following:

  1. Application of Recruitment Rules: Recruitment rules for MTS and Postman/Mail Guard will be applied as per the 2018 and 2019 amendments.

  2. Eligibility: Candidates must indicate their preference for cadre and division. Only candidates who have passed the competitive exams for 2022 and 2023 are eligible. Preferences must be clear and irrevocable once submitted.

  3. Vacancies: Detailed vacancies for both 2022 and 2023 are listed.

  4. Terms and Conditions:

    • For Postman/Mail Guard: Candidates must know the local language (Hindi for Delhi) and should have studied it up to the 10th standard.
    • For MTS: There is no local language requirement.
    • Seniority: Determined by merit within the year of recruitment.
    • Transfer Conditions: Candidates must remain in the Delhi Circle for five years post-appointment.
    • Loss of Rights: Candidates forfeit rights and benefits accrued in their previous circles upon transferring to Delhi.
  5. Selection Criteria: A combined merit list will be prepared based on marks obtained in the competitive exams. The allocation will be done in the order of merit and preference, subject to vacancy availability.
