Definition of Bulk Customer:
- A Bulk customer is defined as any person or entity who conducts business worth Rs. 10,000 or more in registered articles per month at a single booking office.
Customer Registration:
- Applicants must submit an application in the prescribed format (Annexure A) along with KYC documents (Identity proof, address proof, GST number, PAN Card or TAN Number).
- Designated authorities at various levels (Sub Office, HO/GPO, RMS units) will process the applications.
- The approving authority (Director of GPO/Divisional Head/Chief Postmaster, etc.) will approve/reject applications and assign a Customer ID.
Booking Process:
- All bookings must be made through system software; manual booking is not allowed.
- Bulk customers must present consignments in MS-Excel format with required details (Customer ID, sender/receiver details, barcode, etc.).
- A provisional receipt (Annexure B) will be issued upon receiving articles, subject to verification.
- Articles must bear specific markings and information as detailed in the guidelines.
Payment Options:
- Payment can be made at the time of booking or through advance deposit facility.
- For advance deposit, a minimum deposit of Rs. 1,000 is required, managed through CRM portal.
Monthly Statements:
- A monthly statement of invoices/receipts generated for each customer will be issued by the 1st of every month.
- Statements will detail GST calculations and be sent to the customer, Divisional Office, and others as necessary.
Accounting and Review:
- Separate registers and statements (Annexure C and D) will be maintained for each bulk customer at booking offices and approving authorities.
- Records will be preserved for two years after account closure.
- Regular reviews will be conducted by Regional Postmaster General and Chief Postmaster General.
