This is regarding allowing withdrawals to illiterate Social Security pension beneficiaries on the basis of valid KYC document.


At present, for withdrawal from POSB Account, Rule No. 57(1)(b)(i) and 57(1)(d)(ii) under chapter 4 of POSB CBS Manual(corrected up to 31-12-2021) mandates obtaining thumb impression in application for withdrawal by an illiterate depositor along with an attestation by a witness and their permanent address.


As per the instruction circulated from welfare section of this office on 28.12.2022 (copy enclosed) “Payments can be made on the basis of proper ID like Aadhaar/Driving License/Passport/Ration Card/Election Card etc.,”. Field units were allowed to process withdrawals to illiterate social security beneficiaries after verifying proper identification proof (Valid KYC).


This office is in receipt of representation from several field units seeking clarification in this regard. The order of the competent authority in this regard is reproduced below:


“The objective of witness is identification of depositor. It is a standard practice in Government to establish identity by means of identity documents or by Aadhaar authentication. Thereby, in the current scenario, insisting on witness as per the procedure is time consuming and leads to harassment of account holders.”


Hence I am directed by the competent authority to reiterate that the orders circulated from welfare section vide on 28.12.2022 to allow withdrawal from POSB accounts of illiterate Social Security Pensioners on the basis of valid identification proof stands valid and divisions to ensure the same is implemented. Further, SBCO units may please be informed accordingly not to raise any objections in this regard.


Further, the facility of voucher-less payment through IPPB finacle (login through POS) / MATM by performing aadhaar authenticated POSB Sweep in and IPPB withdrawal from POSA linked IPPB account may be encouraged the maximum extent feasible which reduces the need for voucher and witness signature.
