1. Brief of the Proposal
a. In the interim Budget 2024, it was announced that rooftop solar panels would be made available to one crore households, providing up to 300 units of free electricity every month.
b. The Ministry of New and Renewable Energy (MNRE) aims to reach out to 2-3 crore individual households to achieve the installation of one crore rooftop solar panels.
c. MNRE plans to utilize the Department of Posts (DoP) extensive field formations for reaching out to prospective beneficiaries and registering them on an MNRE microsite.
d. The Department of Posts will register prospective beneficiaries through its delivery staff using the "QRT PM Surya Ghar" mobile application, available on Android.
e. MNRE will compensate the Department of Posts according to the prescribed rates for transactions.
f. This is a time-bound process aiming to register approximately 1 crore beneficiaries under the scheme.
2. Terminology
MNRE: Ministry of New and Renewable Energy
PM Surya Ghar Yojana: The scheme aimed at providing solar power benefits to households.
Beneficiary: Person receiving the advantage of PM Surya Ghar Yojana. Circle Admin, Divisional Admin, Enumerators: Roles within the Department of Posts.
3. Roles and Responsibilities
Circle Admin:
Create user IDs for enumerators.
Obtain and submit reports.
Ensure timely completion of the project.
Divisional Admin:
Obtain and submit reports from each Post Office under the division's jurisdiction.
Enumerators:
Visit eligible beneficiaries. Fill survey forms in the mobile app. Submit reports to Postmaster/Supervisor.
4. Operating Procedure
a. Enumerator downloads the "QRT PM Surya Ghar" mobile application.
b. Enumerator visits eligible beneficiaries.
c. Enumerator logs in to the mobile application.
d. Enumerator fills the registration form, including mandatory and optional fields, accurately.
e. Enumerator uploads a photo of any electricity bill from the past 6 months.
f. The process for registration is followed as per Annexure 'B.'
g. Registration can also be done during special camps or melas.

7. Training
MNRE provides training to Circle Admin and Master Trainers, who then train Enumerators.
8. Monitoring
Monitoring process detailed, including reports submission. Crosschecking data from mobile application with physical records.

DoP to raise awareness through posters, banners, leaflets, etc., provided by MNRE.
10. Key Considerations during Registration
Ensure data accuracy and consent.
Avoid registering non-willing consumers or those with unsuitable roofs.
