The Department of Posts (DOP), under the Ministry of Communications, Government of India, has recently introduced a significant relaxation in the minimum qualifying service condition for promotion to the cadre of Higher Selection Grade-II (HSG-II).X-4/2/2020-SPN-II. This decision, aimed at addressing certain staffing needs and optimizing promotional opportunities within the department, marks a progressive step in ensuring career advancement for deserving employees.

In an official memorandum dated 9th February 2024, addressed to all Chief Postmaster Generals across postal circles, the department outlined the key provisions of the relaxation. Previously, promotion to HSG-II required a minimum of six years of service in the Lower Selection Grade (LSG) cadre at level-5. However, in a departure from this norm, officials with a minimum of four years of service in LSG (level-5) will now be considered eligible for promotion to HSG-II (level-6).
This relaxation, approved by the Department of Personnel & Training (DOPT) and the Union Public Service Commission (UPSC), is designated as a one-time measure and is applicable for the vacancy years 2022 and 2023 only. It underscores the government's commitment to streamlining bureaucratic processes while ensuring equitable opportunities for career progression.
The relaxation comes with clear guidelines regarding the eligibility criteria for promotion. As per the existing instructions, the crucial date for determining eligibility for promotion is set as 1st January of the vacancy year. Consequently, officials must have completed four years of regular service in the LSG cadre as of 1st January 2022 for promotion to HSG-II in the vacancy year 2022. Similarly, for the vacancy year 2023, eligibility requires completion of four years of regular service in the LSG cadre by 1st January 2023.
The memorandum also emphasizes the need for prompt action, directing all Postal Circles to conduct a review of the Departmental Promotion Committees (DPC) for the promotion of eligible LSG officials. Promotion will be granted based on the availability of vacancies in the respective vacancy years. Additionally, in cases involving retired officials, adherence to the Department of Personnel & Training's OM No. 22011/4/98-Estt(D) dated 12th October 1998 is mandated.
It is further clarified that officials promoted to the HSG-II cadre will draw pay of the promotional post only from the date of assuming charge of the promoted position, ensuring fairness and transparency in the process.
