Subject: Ad-hoc promotion and posting of Postal Service (PS), Group ‘B’ officers to Junior Time Scale (JTS) of Indian Postal Service (IPoS), Group ‘A’ in the Level-10 (Rs. 56100-177500) of the Pay Matrix and transfers/postings of adhoc JTS Officers of IPoS, Group ‘A’.


PART-I


The President is pleased to order the ad-hoc promotion of the following officers of Postal Service (PS), Group ‘B’ cadre to the Junior Time Scale (JTS) of Indian Postal Service (IPoS), Group ‘A’ in the Level-10 (Rs. 56100-177500) of the Pay Matrix with effect from the date of assumption of charge and for a period not exceeding beyond one year or until further orders, whichever is earlier. Consequent upon their ad-hoc promotion, the officers are allotted to the Circles as mentioned here under:


2. The officers who are presently on deputation to APS will be granted ad-hoc promotion in JTS of IPoS, Group ‘A’ only on repatriation from APS.


3. Vigilance/Disciplinary Case, if any:


3.1 The promotion of the officer should be withheld in case the officer is under suspension or a charge-sheet has been issued to the officer or prosecution for a criminal charge is pending against the officer as per DoPT’s OM No. 22011/4/91-Estt.(A) dated 14.09.1992. In all such cases, the officer should not be relieved for posting without obtaining specific orders from this office. The promotion of the officer should not be withheld on the mere ground that disciplinary action is contemplated.


3.2 The officers against whom any punishment is current except censure shall not be promoted before expiry of currency of punishment in terms of DoPT’s OM No. 22034/5/2004-Estt. (D) dated 15.12.2004. A report of such cases, if any, in this regard may be submitted immediately to ADG (SPG), Department of Posts, New Delhi- 110 001. In case period of punishment is reduced/ increased due to revision in punishment order of the officer, promotion order shall be issued in respect of such officers on the expiry of revised period of punishment, only after prior permission of this office.


4. All the officers in the above list shall be relieved immediately with the directions to join their place of posting on promotion without any delay and their charge reports may be sent to Directorate in due course.


5. If any officer does not join within one month from the date of issue of this order, it will be presumed that he/she has declined the promotion and this fact should be brought to the notice of this office immediately.


6. No representation regarding re-allotment from any of the officers will be entertained in any case unless he/she joins the promotional post.


7. The appointment made on ad-hoc basis, will not bestow upon the officer any claim for regular appointment and the service rendered on ad-hoc basis in the grade would not count for the purpose of seniority in that grade or eligibility for promotion to the next higher grade.


8. The ad-hoc promotion of the above-mentioned Postal Service, Group ‘B’ officers shall be

subject to:

i. Outcome of W.P. No. 25171/2020 of the Hon’ble High Court of AP and no lien, right or equities shall be claimed by the persons promoted pending disposal of the Writ Petition.


ii. Any other order by any Competent Court in any of the connected matters i.e. seniority, promotion, etc. in IP Cadre.


9. Necessary steps should be taken for downgradation of STS level posts to JTS level for the purpose of posting of officers promoted (on ad-hoc basis) to JTS of I[PoS, Group ‘A’ as per extant rules.

10. Orders of the Competent Authority are hereby conveyed for transfers/postings of the following Junior Time Scale (JTS) (ad-hoc) officers of the Indian Postal Service (IPoS), Group ‘A’ with immediate effect and until further orders:
