Madam / Sir,


A proposal was under consideration to relax the eligibility service condition required for promotion to the post of Higher Selection Grade-I (Level-7). Accordingly, vide letter of even number dated 09.06.2023, name of the HSG- II officials of all offices who have completed three years of regular service as on 01.01.2022 and 01.01.2023 from all Postal Circles were called for.


2. Based on data received from all Postal Circles, Department had sent the proposal to Department of Personnel & Training and Union Public Service Commission seeking the relaxation. DOPT and UPSC has approved/concurred the proposal of the Department and accorded to the following relaxation:


a) Instead of 5 years of service in HSG-II (level-6) for promotion to HSG-I (level-7), officials with minimum 3 years of service in HSG-II (level-6) may be considered for promotion to HSG-I (Level-7).


b) The relaxation is being: granted as a one-time measure and would be valid for the vacancy year 2022 and 2023 only.


3. As per existing instruction, from 2019 onwards, the crucial date of eligibility for promotion will be 1% January of the vacancy year. Further, as per recruitment rules of HSG-I cadre, five years of regular service in HSG-II cadre is required for further promotion to HSG-I cadre. With the relaxed standard of 2 years, the following eligibilities are required for promotion to vacancies year 2022 and 2023:


(i) Three years of completion of regular service in HSG -II cadre as on 01.01.2022 for promotion to HSG-I cadre for vacancy year 2022.

ii) Three years of completion of regular service in HSG -II cadre as on 01.01.2028 for promotion to HSG-I cadre for vacancy year 2023.


4. Based on information/ data received from Postal Circles, the following list are hereby  attached:

(a) Name of HSG-II officials who has a ready completed five years of service as on  01.01.2022 are eligible for promotion to HSG-S cadre in normal course and not required any relaxation is annexure-I .

(b) List of such HSG-II officials who are having minimum 3 years of service as on 01.01.2022 are hereby attached as annexure -III. These officials are eligible for promotion to HSG-I cadre for vacancy year 2022.


(c) List of such HSG-II officials who are having minimum 3 years of service as on 01.01.2023 are hereby attached as annexure - III. These officials are eligible for promotion to HSG-I cadre for vacancy year 2023.


(d) Relaxation as above shall be valid only for the officials mentioned in Annexure-II and Annexure-III.


5. In view of the above all Postal Circles are requested to conduct the review DPC/DPC for promotion to HSG-I post for the vacancy year 2022 and 2023. Promotion will be made to the extent of availabilities of vacancies in vacancy year 2022. and 2023 respectively. In case of considering retired official, DOPT OM No.29011/4/98-Estt(D) dated 12.10.1998 may be strictly adhere to. It is clarified that an official shall draw pay of promotional post only from the date of actual assumption of charge of promoted post.
