As per the provisions in Statutory Orders (SO) No. 1552 (E) and 1553 (E) dated 31.03.2023, Aadhaar is to be submitted mandatorily by the account holders, nominees / legal heirs to avail the benefits of Small Savings Schemes. (Benefits means the higher interest being paid on these schemes).
2 In accordance with the provisions in GSR (General Statutory Rules) No. 238 (E) dated 31.03.2023, communicated vide SB Order No. 08/2023 dated 03.04.2023, Aadhaar is required at the time of opening of the account or should be submitted within six months from the date of opening of account, which is applicable from 01.04.2023. In case of accounts opened before 01.04.2023, depositor has to submit Aadhaar number within six months w.e.f. 01.04.2023. In the event of failure of the depositor to submit Aadhaar, account shall cease to be operational till the time the Aadhaar is submitted.
3. It has been noticed that out of 22.53 Crore active CIFs, Aadhaar is available only in 9.78 Crore (43.4%). There is no KYC document detail updated in Finacle in 10.93 Crore CIFs and other than Aadhaar is available in 1.82 Crore CIFs. Circle-wise break-up is given in the Annexure. List of Sol-wise break-up details is being sent through email.
4. Circles are requested to ensure the following actions.
(i). Special Drives may be conducted for Aadhaar number updation in Finacle through a dedicated team for updation in mission mode.
(ii). Wide publicity among depositors regarding requirement of Aadhaar may be made through like stamping on letters, communication to the depositors through Postmen, local newspapers and website etc.
(iii). Till necessary changes are made in Finacle to restrict transactions in accounts where Aadhaar number is not given, post offices should allow any transaction in any account only after obtaining and updating the Aadhaar number and PAN number subject to the conditions related to PAN submission, of the Depositors in Finacle. Further, post offices and claim sanctioning authorities should ensure that Aadhaar is collected from the claimants in cases of all deceased claim settlements.
3. The above instructions may be circulated to all the concerned for necessary actions.
