To, All Heads of Circles,


With reference to the proposal received from the Personnel Division of this Directorate, approval of the Competent Authority is hereby conveyed for temporary downgradation of 89 posts (Circle-wise details may be seen in Annexure) of Stenographer Grade-I to Stenographer Grade-II in various Postal Circles to solve the problem of shortage of Stenographer staff and also to avoid falling of these posts into the category of “Deemed Abolished” as the posts cannot be filled up through promotion due to un-availability of eligible candidates in the feeder grade i.e. Stenographer Grade-1]. :


2. The downgradation of 89 posts of Stenographer Grade-I shall remain effective till the officials in feeder grade, i.e. Stenographer Grade-1I, become eligible for promotion to Stenographer Grade-l, i.e., as and when an official holding the post of Stenographer Grade-II becomes eligible for promotion to Stenographer Grade-I, the official shall be promoted and the post of Stenographer Grade-1I held by the official shall automatically be upgraded to the level of Stenographer Grade-1. However, such automatic upgradation of Stenographer Grade-II post to Stenographer Grade-I post shall be limited to the 89 posts of Stenographer Grade-l (as indicated Circle-wise in Annexure) only which have been downgraded as Stenographer Grade-II.


3. Further, the Personnel Division (SPN-I Section) is requested to ensure that the downgradation may not create issues regarding transfer/promotion of Stenographer Grade. Inter-se seniority among the existing and new incumbents of Stenographer Grade-II shall be as per rules.


4. This issues with the concurrence of IFW vide their Dy. No. 92/2023-24/FA-CS(P) dated 04.10.2023.
