Reference is invited to your letter no. NUPE/254/NDC Policy/2023 dated 13.03.2023 regarding the subject mentioned above. In this regard, the para wise reply is as under:
(1) Ensure separate justified establishment, as, per workload in NDC. The average
Reply: Instructions have been issued to circles, vide letter no. 18-24/2019-PD dated 18.02.2020, to carry out establishment review of the post offices covered under NDCs, so as to deploy the justified delivery staff to NDCs.
(2) Provide separate and adequate departmental vehicles (Two-Wheeler / Four-Wheeler) for delivery.
Reply: Instructions have already been circulated for availability of departmental/ outsourced 4- wheeler vehicles vide letter no. 16-01/2016-D dated 29.08.2016 and fuel reimbursement to the delivery staff vide letter no. 18-02/2022-PD dated 06.05.2022.
3) Beat map and route list may fixed for Postman working at NDC.
Reply: Instructions regarding preparation of beat maps showing 2-wheeler and 4- wheeler beats have already been shared with the circles vide Parcel Directorate letter no. 3-4/2018-PD dated 12.12.2018.
(4) Ensure 450 Minutes of duty hours of Postman working at NDC.
Reply: Instructions regarding effecting delivery in 6.5 hours in the beats has been issued vide letter no. 3-4/2018-PD dated 12.12.2018.
(5) Avoid delivery of documents booked as Register and Speed post (other than merchandise). It is recently observed that cheque books, Bank ATM card, statement are received at NDC for delivery.
Reply: Instructions regarding delivery of all kinds of parcels through NDCs have already been issued vide Parcel Directorate letter no. 18-24/2019-PD dated 29.10.21.
(6) NDC may continue to establish for delivery of parcels and heavy speed posts in Metro and big cities only.
Reply: Nodal Delivery Centres have been established in tier-II and tier-III cities for improving delivery efficiency of parcels through mechanized beats.
(7) NDC working in other than metro cities at district level where traffic of parcels/speed post less than 300 articles per day may discontinued after review throughout the country as it will increase running cost of NDC every year and reflects in huge loss.
Reply: Delivery of parcels is not possible through tradition foot/cycle beat. Nodal Delivery Centres have been established in tier-II and tier-III cities for improving delivery efficiency through mechanized beats.
(8) It is noticed that the labour charges for conveyance of heavy parcels is not allowed for NDC Postman. The same may be paid to NDC Postman.
Reply: 4-Wheeler beats have been deployed in the Nodal Delivery Centres for conveyance of heavy mails.
9) The NDC Postman and Post Office Postman are delivering same duties. Hence the parcels weighing less than 2 kg may entrusted to regular Postman as the number of regular Postman on duty is more than NDC Postman which helps for efficient delivery. (Within D+0 delivery standards) and parcels weighing more than 2 kg are entrusted to deliver through NDC Postman only.
Reply: Instructions to carry out establishment review of delivery branch of the post office covered under NDC and to redeploy the excess posts to NDC as per requirement has already been issued vide Istter no. 18-24/2019-PD dated 18.02.2020.
