AIPEU Group C and NFPE Unions are Insisting Postal Department (DOP) for Re Recognition

The Department on 26th April 2023 has withdrawn the recognition of AIPEU Group ‘C’ and NFPE. We have no doubt that this derecognition is unjust, undemocratic and motivated. The derecognition that too until further order. There are some allegations against these two organisations made by one unrecognised federation.

These two organisations also replied to all allegations based on logic, facts and documents available to them. Actually, attack to AIPEU Group ‘C’/NFPE is attack to all of us. In all reply we mentioned, followed the same line, as we tried to be honest based on the information supplied by the predecessor followed by supporting documents. But without going in depth and also not giving us any personal hearing in the way the Department withdrawn NFPE/AIPEU Group ‘C’ recognition there is scope to apprehend that judgement was pre-decided before trial. 

Everytime the complainant organisation posted in social media what action the Department was going to take against AIPEU Group ‘C’ & NFPE and finally their all social media posts were proved correct. Naturally there is space to believe that the formalities on the part of authority were for name-sake only. Even after that on 27th April both the organisation made an appeal in black and white to you to withdraw this arbitrary order. 

Not only that at least 4/5 e-mail were sent to you with intention to discuss with you on this issue. Both the organisations also waited for long with this belief that the department will surely honour the biggest organisation and its huge members across the country. But unfortunately the Department didn’t respond and our all petitions failed. The glorious history of NFPE and significant role of our members to build up our Department at every crucial and transitional phase should never be ignored, forgotten.

 

Constantly we are telling that in no circumstances, we are against the officers of our Department. Rather except a few (that too mainly at lower level) we still have high regards over our officers right from Division to Postal Directorate. At present AIPEU Group ‘C’ and NFPE are de-recognised. So as per rule these organisations will not get some official facilities. But what the Department is instructing as if we have no right to organise, no right to express our opinion and resentment, no right to take part in membership verification. These are absolutely unjust, irregular and in contrary to the provision of CCS (RSA) Rules 1993 and also against the fundamental rights of the employees. 

Even the Department issued order to stop recovery of subscription from our Group ‘C’ members through pay roll against which the hon’ble Calcutta High Court granted stay order. There is an idea that the authority is taking all steps under some external pressure. If so, it will surely damage the strong relationship of trust between authorities and employees.

 

A section of officers at different levels are not ready to meet the leadership of AIPEU Group ‘C’ and NFPE. It is also learnt that in some divisions a section of officers at lower level putting our members, organisers into troubles transferring them at distant places. Then they are offered to join at a particular federation for getting relief from remote transfer etc. This is an unprecedented situation which we never experienced before in this glorious Department. The Department is gradually pushing our members, our organisation to severe anguish and resentment. 

What is most surprising one organisation having membership less than 10% has been provided with limited trade union facilities (though this organisation is enjoying trade union facilities more than that of recognised federation) in the name of industrial harmony, but our biggest federation having membership nearly 70% is being denied of all facilities which are available even after derecognition. Few months back after discussion with the recognized Federation it was decided that there will be no merger of PA(CO) with PA(PO). But when AIPEUGroup C and NFPE have been derecognised arbitrarily, again that issue along with SA Cadre has been reopened, which is most unfortunate and not acceptable to us.

 

Slowly-slowly our members of all cadres are being de-moralized due to present activities of the authority of our department. However, still we believe that in the interest of healthy working atmosphere and effective productivity in the Department the officers at all level will follow in true spirit the rules and regulations, before situation goes worse in form of any kind of trade union action. So far we have come to know from our organisers and leadership that there has been a panic atmosphere in most of the Circles. This should be stopped immediately in the interest of our Department. We strongly believe that our Officers at apex level will be more wise, impartial and considerate enough to settle the following demands for smooth functioning of our Department going through various changes and challenges at present.

 

1. Immediate withdrawal of derecognition order ((SR-10/7/2022-SR-DOP dated 26.04.2023) imposed on AIPEU Group C and NFPE.

2. Drop proposed merger of SA and PA (CO) with PA (PO) cadre.

3. Supply of well equipped hand held device to Postmen and fill up all vacant Posts in all cadres specially Postmen or MTS within time limit.

4. Stop the move to decentralise PAOs and finalize cadre restructuring up to SA Cadre incorporating the views of AIPAEA.

5. Immediate membership verification of GDS.
