Please refer this office letter of even number dated 07.02.2023 whereby it was requested to verify/update Establishment Master data of GDSs by 15.02.2023.
2. It has now been decided to publish two transfer lists in the cycle of online Rule-3 transfer of GDS. The 1st list would be against the clear vacancies and second one against the vacancies arose due to applied/approved transfers of GDS.
Applications against tentative posts i.e. for the posts of GDS who applied for transfer to another vacant GDS post, shall be treated as provisional/tentative, subject to the post falling vacant. To elaborate, as soon as GDS would apply for transfer, the system will treat the post of such GDS as tentatively vacant. The
GDS would be able to apply against both the clear vacancies as well as tentative vacant posts. An option to change the choice of preferences may be kept against vacant/tentative vacant posts.
3. It is understood that by now the Circle would have completed their preparatory exercise within the timelines specified. The approved schedule/timeline for next Rule-3 GDS transfer cycle 2023 is as under: -

4. Vacancy calculation for GDS online transfer:
Vacancies arising out due to discharge/voluntary discharge from engagement, resignations, promotion on regular departmental posts, deputation to IPPB/APS etc., except which are notified in the Schedule-I (January-2023) or not otherwise available will be taken into consideration for transfer.
5. A provision has also been kept for seeking transfer on spouse grounds. The preference to transfer on the spouse ground will only be available if the spouse of the GDS is working In Central Government, State Government or In any of its subordinate organization or undertaking of Central/State Government. The GDS seeking transfer on spouse ground, will have to upload the certificate issued by the Employer while submitting application in the enclosed format annexed as Annexur-II.
6. Order of priority: - The order of priority as modified by the competent authority is as under: -
(i) PWD (With benchmark disabilities)
(ii) Spouse working at the destination station (having job of non- transferable nature In Central/State Government of their undertaking/PSU/Subordinate organisations etc.)
(iii) Date of engagement (GDS Joining on a prior date will have preference over the GDS joining on a later date)
(iv) Date of birth
(v) Female
(vi) Date & Time of application (applicant submitting application at a prior date & time will have preference over the applicant who submitted application later)
The detailed instructions for the GDS applicants and for Divisional/Unit Heads is annexed as Annexure-1.
7. Subsequent to release of list of transfers any decision, not involving any policy issue, shall be taken at the level of Head of Region/Head of Circle. Technical issues are to be taken up directly with CEPT by the concerned circle.
8. All HOCs are requested to ensure that Divisions may strictly follow the aforesaid timelines. This issues with the approval of competent authority.
