This is regarding rationalization of types of Parcel bags for transmission of all type of Parcels including Speed Post Parcels and Registered Packets.
2. Prescribed procedure for closing of Parcel bags to be transmitted through Surface /Air was circulated to the circles vide Parcel Directorate letter number 27-27/2021-PD dated 03.10.2022.
3. Detailed Instructions along with bag closing pattern and use of different color bag labels were also reiterated among the circles vide Parcel Directorate letter number 17- 24/2019-PD dated 17.11.2022 (Copy Enclosed). Circles were also requested to disseminate the revised procedure through workshops and ensure availability of yellow color bag labels in adequate quantity in Parcel hubs and BNPL/BPCs having direct bagging facility.
4. In many cases it has however been observed that instructions as mentioned in paras above are not followed by the staff concerned in Parcel hubs and BNPLs/BPCs in the circles. While tracking some random Speed Post Parcels following deviations has been observed: -
4.1 Speed Post Parcels are being closed in the Parcel Bags to be transmitted through surfaces in the cases where the direct Flight / Flight via Intermediate Exchange points are available between the origin and destination Parcel hubs.
4.2 At Parcel Hubs/BNPLs/BPCs having direct bagging facility staff are using BLUE color bag label instead of YELLOW color bag label on the Parcel bags to be transmitted through air. Due to this irregularity, it is very difficult to identify the AIR Parcel Bags at the intermediate exchange points.
4.3 This is resulting in transmission of Speed Post Parcels (Sensitive/Urgent material in air. Due to this irregularity, it is very difficult to identify the AIR Parcel Bags at the intermediate exchange points.
4.3 This is resulting in transmission of Speed Post Parcels (Sensitive/Urgent material in many cases) through surface mode (Sections / RTNs). This also results in delay in delivery of speed post parcel and increase in number of complaints made by the public.
4.4 Wrong transmission of Speed Post Parcels also results in unnecessary load on Sections/RTNs plying on such routes.
5. RMS Divisional Heads (SSRMS/SRMs). Set incharge (IRMS/ASRMs) of Parcel hubs may also be instructed to test check closing of bags during their duty hours whether the instructions are being followed or not. Strict disciplinary action may also be taken against the erring officials in the cases where such irregularities are noticed.
6. This is extremely important to improve the transmission efficiency of Parcels bags containing Speed Post Parcels
7. In view of the facts mentioned above, it is once again requested to ensure availability of YELLOW color bag labels in Parcels Hubs / BNPLs/BPCs so that the same may be used while closing of Parcels Bags to be transmitted through Air by the staff.
8. An action taken report in this regard may be shared with Parcel Directorate by 03.02.2022.
