GDS Substitute Arrangement Guidelines Dated 11.02.2022
With reference to the above subject, it is observed by the Competent Authority that Engaging Authorities are facing difficulties in payment to substitutes who worked in vacant places of regular GDS and the cases are submitted to CO/RO for approval and complaints are also being received for non-receipt of payments in time. In this regard, the orders of the competent authority are reproduced below:
When substitute arrangements are made by Divisional Heads and recommended to RO/CO for approval, payments should not be held up. It may take time for RO/CO to go through the recommendations as per Directorate guidelines and give approval or otherwise.
In any case, termination of these substitute arrangement cannot be made with retrospective effect and due payments will have to be released to the substitute till the date of terminations. However, Divisional Heads should ensure that all Directorate guidelines are followed before making substitute arrangements.
Further, it is also requested to change the substitute arrangement on every 90 days without fail and ensure that he/she fulfills all eligible conditions of GDS Post.
