Subject: Cadre management of Inspector Posts and Assistant Superintendent of Posts — reg.
I am directed to refer to the subject mentioned above and to say that cadre of Inspector Posts and Assistant Superintendent of Posts is being managed at Circle level on the basis of various instructions contained in Postal Manual Volume IV, as amended from time to time.
2. Prior to introduction of element of direct recruitment in the cadre of Inspector Posts, merit list was prepared Circle wise. However, under direct recruitment quota Inspector Posts are drawn from a centralized common merit list prepared by SSC whereas promotion quota candidates continued to be drawn on basis of Circle-wise merit list.
3. Further, promotion of Inspector Posts to the cadre of ASP is confined to Circle which is corresponding to availability of vacancy in concerned Circle. This leads to difference in time taken for actual promotion in different Circles. This situation creates anomaly in career progression of Inspector Posts across Postal Circles affecting their morale.
4. The issue has been examined holistically and it has been decided that the cadre of Inspector Posts and Assistant Superintendent of Posts shall henceforth be managed at Directorate level. In other words, reservation roster for both the cadres, promotion to ASP cadre and other allied activities shall be undertaken at Directorate level.
5. All Circles are required to furnish details of Inspector Posts and Assistant Superintendent of Posts appointed in the Circle in the enclosed format by 25.07.2022. This shall include the officials who are on deputation units within Department of Posts as well as other organisations viz. APS, IPPB, Directorate, CEPT, PTC, etc.
6. Therefore, DPC for promotion to the cadre of Assistant Superintendent of posts shall not be convened by the circle w.e.f date of issue of this letter i.e 12.07.2022.
