Clarification regarding usage of mobile phones in Post Office -reg.


This is in continuation of instructions issued vide letter no 20-5/2016-0 dated 25.05 2016 regarding launch of Postman Mobile Applicaton for Real-time updation (copy enclosed)


2. in Para 7 of aforesaid letter, it was instructed that the Departmental phones shall be issued daily to the postmen and shall be deposited at post office at the end of the day Provision should be made for charging the phones overnight at the post office


3 The mobile phones can be used by the delivery staff to perform additional tasks such as adding /updating mobile number and enrolment of children below 5 years for issuing Aadhaar using CELC (Child Enrolment Lite Client) services. which can be done beyond usual office hours. if required. This practice is being followed by GDS staff, which are keeping the mobile phones supplied by IPPB beyond official hours to perform CELC


4 It is therefore decided that the delivery staff in Departmental offices may be allowed to keep the mobile phones supplied by the Department even after office hours subject to the following conditions.


(i) Mobile phone must be secured with Mobile Device Management (MDM) software

(ii) The mobile phone and accessones (charger. cover, cable etc) may be handled with care 

(iii) The responsibility of loss/damage of mobile phone lies with the concerned official

(iv) If the official goes on leave. the mobile phone shail be deposited at Post office so that the mobile phone is utilized whenever required.
